Abstract: A 15 page expansion of a paper by the same name, which discusses the benefits, problems and responsibility for including the public in urban planning. The paper uses the decline and decay of Detroit and the development of urban sprawl in neighboring areas as an example of an area in which residents have tried to have input but were thwarted for several years as the sprawl problem worsened. Examples from cities such as Seattle and Portland illustrate that planning absolutely can be sustainable over time. Bibliography lists 17 sources.
